The Hunter's laws forbid interaction with Humans outside the lists they provide the Vampires with. Basically this is done in order to guard the safety of innocents. Of course you can't avoid minor interaction, like "I'd like to buy a pair of shoes.", but anything past casual interaction is strictly forbidden.
While these rules are quite simple, the consequences to disobeying them, the roles of the different organizations, the structure and organization of the Council, as well as the reasoning behind this fragile balance between Humanity and vampires are not simple. But all will be revealed bit by bit as the story progresses, so just give me some time to continue developing it.
